These “civilians” were a group coming from China with captagon for some nuclear core. The responsible trafficker had its family with him but, seriously, that’s collateral not to cry about.

Besides you can see how the bushes and other plants around have suffered almost no damage. It’s a very light rocket, non-DU, impacting a car with humans themselves somehow contaminated by alpha emitters and carrying captagon. The fireball is a fast one.
